Mizoram is a very small state in the north-eastern region of India sandwiched between Myanmar on the east and Bangladesh on the west and flanked by the contiguous state of Tripura on the north-west, Assam on the north and Manipur on the north-east. The population is predominantly tribal, the tribal population being as high as 95 percent of the total population. Mizoram is divided into 8 administrative districts. The literacy percentage of Mizoram stands at 82.27, the second highest in the nation among the States and the Union Territories.

The Mizoram Board of School Education is an autonomous body with delegated powers to regulate, supervise and control school education in Mizoram. It is the state Education Board which substantially contributes towards upgrading educational standards and introducing innovations in the field of school education i.e. Class I to XII. That Mizoram has its own education Board was indeed a milestone in the educational history of Mizoram.

During the tenure of the first popular ministry of the Union Territory of Mizoram headed by Pu Ch. Chhunga, an Act, to provide for the establishment of a Board, namely the Mizoram Board of School Education Act 1975, (The Mizoram Act No 2 of1976) was passed by the Mizoram Legislative Assembly and was notified by Govt. ofMizoram vide No.LJD.18/75/70 dated 27 March 1976. Again by Notification No.ESS/MBSE/151771142 dt. 141h Dee, 1977, the Administrator empowered the MBSE to exercise powers over the schools in Mizoram. Accordingly the office of the Mizoram Board of School Education started functioning with effect from the 2nd December 1976.

Board Pattern
  • The Mizoram Board of School Education conducts public examination at the end of Classes IV,VII, X and XII.
  • It also conducts Proficiency Certificate Examination in vocational trades at the end of 12 year schooling for vocational stream students.
  • The Board also conducts Diploma in Teacher Education examinations for Primary and Middle school teachers.
Board Organisation

(i) Controlling Authority :
The Secretary to the Govt. of Mizoram, Department of Education and Human Resources Development Department is the Controlling Authority of the Board. (Sec.3(2) of the MBSB Act).

(ii) The Board:
The Board is a body corporate with perpetual succession and a common seal and has the power to acquire and hold any property to transfer any property held by it, to enter into any contract and to do all other things necessary for the purpose of carrying out its duties and functions and shall by the said name sue or be sued (Sec 3(3) of the MBSE Act)

(ill) The President:
The President is a whole time officer appointed on contract service by the government on terms and conditions agreed to between the person selected and the Government. It is the duty of
the President to see that tile provisions of this Act, the rules and the regulations made there under are faithfully observed and he shall have all powers necessary for the purpose. (Sec 15(1 )&( 4) of the MBSE Act.

(iv) The Secretary :
The Secretary is a whole time officer appointed by the Government of Mizoram

The President, the Chief Executive Officer and the Secretary, the Chief Administrative Officer, are assisted by .three Branch heads namely; The Director (Academic), The Controller of Examinations and the Deputy Secretary.

Objectives Of The Board

The Mizoram Board of School Education strives to achieve the following objectives :

01. To prescribe the courses of instruction including practice teaching, practical work and the like where necessary, for Primary, Middle, High and Higher Secondary Schools (General and Vocational Stream) and District Institute of Education and Training.

02. To affiliate institutions for the purpose of raising the academic standards of Mizoram State.

03. To prescribe conditions of examinations and conduct public examinations at the end of classes IV (scholarship examination), VII, X, XII and Pre-School Teacher Education at the end of first and second years.

04. To prescribe and update the courses of instructions for the examinations conducted by the Board.

05. To publish the results of various examinations.

06. To grant certificates to the successful candidates in various examinations.

07. To prescribe, prepare, publish and select textbooks and supplementary books or to cause to prepare or publish selected textbooks for any or all of its prescribed courses for various examinations.

08. To organise seminars and provide ‘in-service’ training courses for teachers, principals and other educational administrators.

09. To advise Government of Mizoram on re-organisation and development of School Education.

The MBSE also constantly attempts to promote :

01. New dimensions in curriculum and syllabi.

02. New approaches in teaching and learning methodologies by devising learner friendly paradigms.

03. Reformations in examinations and evaluation practices.

04. Periodically updating the teachers and administrators the new inventions in administrative mechanisms.
