Dr. Babasaheb Ambedkar Open University was established as per the ordinance No. 5/1994 of Gujarat Government published in extra ordinary gazette on 13th April, 1994. Afterwards this ordinance was given the form of an Act which is known as Act No. 14 of 1994 passed by Gujarat State legislature. The University offers 38 programmes with an enrolment of more than 1,00,000 learners. The headquarters of the university is located at Ahmedabad. The University has established Regional Centre on the campus of South Gujarat University, Rajkot and has initiated the process of another establishing Regional centre on the campus of North Gujarat University, Patan. The University has more than 250 study centres. It jurisdiction over the whole state of Gujarat. It is open to all persons irrespective of classes, castes, creed, religion or sex.

Facilities
Vocational Courses - The University in collaboration with Indian Institute of Hotel and Tourism Management (IHTM), Pune has introduced 28 vocational and professional courses including Hotel Management, Food, Processing, Tourism, Foreign Languages etc. among others to provided employment to the youth of Gujarat State.
Mobile Study Van - For reaching the unreachable in the tribal and far flung interior areas the University has prepared Mobile Study Centre with the Distance Education Council grant. The University has received grant for another three Mobile Study Centre during this academic year from the Government of Gujarat.
English Language Lab Project - To equip the youth of Gujarat in soft skills, Office of the Commissioner, Higher Education, Govt. of Gujarat has initiated Digital English Language Lab (DELL) Project. The University has already set up 58 State of art Lan based labs across Gujarat. In the next phase around 140 more labs are to beset up during this academic year. All these labs would be converted into resources centres.
University Building - For development its own campus and construction of its building, the State Government of Gujarat has sanctioned the grant of Rs.28.7 crores. The University has already received grant of Rs.10 crores from the State Government.
Student Support Services - The University has established ‘Student Support Service’ on campus. The University has provided audio visual equipments and furniture to different centres for strengthening Student Support Services (SSSs).
Academic Activities - Teachers and staff members were deputed for Seminars, Workshop and Training Programmes in their subject. They have been very useful to academic and administrative staff. The University has organized more than 25 Workshop, training sessions and Seminars during last academic year in various subjects.
University Newsletter - The University regularly published its own Newsletter ‘Gyanganga’.
Knowledge Portal - The University with the special grant from Distance Education Council for developing web enabled one stop educational portal has prepared Knowledge Portal.
Online Gujarat Language Course - The First of its kind the ‘Online Gujarat Language Course’ is on the verge of completion.
International Collaboration - The University is going for collaboration with the Open University, UK for courses e.g World Class Business English.
The National Knowledge Commission - The University co-ordinates 'The National Knowledge Commission: The Gujarat Initiative'. The report has been submitted for publication.
KMPF Project - The University has been identified as the Nodal Agency for implementing Knowledge Management Project for training of the faculty of colleges and universities of the state.
BPP - Bachelor’s Preparatory Programme is launched for educating the adults deprived of 10+2 qualification and aspiring for further studies and Bachelor’s degrees like (B.A. and B.Com.).
The details of the programme is as follows:
1. Eligibility : No requirement of any academic qualification. Students of 18 years or more who can read and write Gujarati are eligible to get admission in this course.
2. Course Structure : The following three subjects are included in this programme, out of which two subjects are to be selected.

Note : For the further studies in Commerce PCO-01 is compulsory.
3. Term End Examination :
The question paper of the term-end examination is of three hours, in which one and half hour i.e. 1.30 is allotted for PMT-01, PSS-01 and PCO-01 each.
For all the three subjects only one question paper will be given. There will be descriptive questions of 20 marks and objective questions of 30 marks.
4. Standard of Success :
For the eligibility of admissions in the First B.A./B.Com., students will have:
To secure 36%marks in the term-end examination. The students successful in this examination will be sent a “letter of offer” for the admission in the first year of this University. No mark sheet will be given for this examination.
The students failing to maintain above said minimum standard will be allowed to appear in the term end examination within the maximum period of two years.
After the admission in this university if the student fails to complete the preparatory course and wishes to continue his studies will be allowed for the re-admission. He will have to pay the specific amount of fees again.
5. Equivalence : The Bachelor’s Preparatory Programme is in no way equivalent to 10+2 or any other examination. This is only the internal system of this university which prepares the persons who studies deprived of any eligibility for admissions and who aspire to be graduated for further studies.
