Maximum number of attemps for a candidates depends upon his category like if you are a general candidates you will get maximum of 4 attemps like wise for SC/ST these are "unlimited" and for PH and OBC it is 7. You have taken 2 attempts thus you can appear in IAS Exam for atleast 2 times if you belong to a genral category.
