About National Institute of Educational Planning and Administration - NIEPA

National Institute of Educational Planning and Administration - NIEPA is a Central, Government, Deemed University and a Premier Organization dealing with capacity building and research in planning and management of education not only in India but also in South Asia. NIEPA has been established by the Ministry of Human Resource Development, Government of India. In recognition of the pioneering work done by the organization in the field of educational planning and administration, the Government of India have empowered it to award its own degrees by way of conferring it the status of Deemed to be University in August, 2006 under Section-3 of the UGC Act, 1956.

The origins of National Institute of Educational Planning and Administration - NIEPA date back to 1962, when the UNESCO established the Asian Regional Centre for Educational Planners, Administrators and Supervisors with its nomenclature changing to Asian Institute of Educational Planning and Administration (AIEPA) in 1965. The AIEPA was later merged with the National Staff College for Educational Planners and Administrators as its Asian Programmes Division in 1973. Subsequently, with increasing role and functions of the National Staff College, particularly in capacity building, research and professional support services to the state governments, it was rechristened as the National Institute of Educational Planning and Administration (NIEPA) in 1979. Its campus is spread over 3.75 acres of area in the foothills of Aravalli Hills.

As part of its professional development activities, the university conducts, every year, about 150 professional programmes. It includes long-term and short-term training programmes, seminars, conferences and meetings of senior national and international education policy makers, planners and administrators. It offers two {six-month) diploma programmes in educational planning and management - one each for national and international participants. On an average, each year, about1500 senior planners and administrators participate in these programmes. NUEPA uses a combination of modern methodologies in training delivery, including structured presentations, practical work, syndicate work, case studies, group discussions and modern audio­ visual methods. All training programmes are supported  by professionally developed training material.

Location - National Institute of Educational Planning and Administration - NIEPA is located on Sri Aurobindo Marg, in South of New Delhi opposite Qutub Hotel, adjoining to NCERT and Indian Institute of Technology Campus.

NUEPA Facilities

Hostel - The University has a seven-storied hostel building with fully furnished 52 double occupancy rooms AC and non-AC. The hostel facilities are also extended to visiting educationists, participants and guests to NUEPA, Delhi, depending upon availability of space. In addition the campus also has Vice-Chancellor's Bungalow and the residential apartment for the faculty and Staff.

International Diploma - The University has been conducting programmes leading to the award of International Diploma in Educational Planning and Administration (IDEPA) for about last 28 years. About 725 participants from more than 87 countries in Africa, Eastern Europe, Central Asia, West Asia, South and South-East Asia, Latin America and Pacific regions have participated in these diploma programmes.

Library and Documentation Centre - The Library has total of about 55,513 books/documents and 6,435 journals besides a rich collection of reports of International Seminars and Conferences, organized by International Agencies like UNO, UNDP, UNESCO etc. The Library also receives 240 journals and magazines, both national and international. It also subscribes to three on-line journals databases to the users like, JSTOR, ELSEVIER, and SAGE.

The Documentation Centre of NIEPA has about 18,500 volumes comprising a unique collection of Official Reports, Central and State Government publications, Educational surveys, Five-year plans, Census reports, etc. It also has very important International Reports and surveys on Education which are much needed in educational researches and policy making. The Centre has been a member of Developing Library Networking (DELNET) to promote sharing of its resources both at national and international level. A digital archive is being developed in NUEPA to provide access to all documents in soft form. The university library provides also various services to its user’s viz. CAS, SDI, Reference Service, Web OPAC etc. and so on.

Computer Centre – It provides computing facilities and Internet services to all the trainees and staff members. Network points have been provided to all the faculty and staff members to access the Network Resources. Individual e-mail accounts have been provided to all the faculty and staff members on NUEPA Domain. 1 GBPS internet connectivity is provided to all the faculty members of the University. Desktop computers have been provided to all the staff members and laptops to all faculty members. Centralized computing facility consisting of high performance servers and client PCs, uplink to Internet and adequate power backup through heavy duty multiple UPS. The NUEPA Portal - www.nuepaeduplan.nic.in for Educational practitioners in planning and development is an online resource on Planning for Educational Development provided. It serves as an all encompassing information hub on matters related to educational development planning in general and interactive platform for NUEPA activities in particular.

Cartography Cell - This Cell provides computerised mapping and other cartographic services for the publications/documents brought out by the National University.

Hindi Cell - The Cell offers academic support to research, training and dissemination through, rendering in Hindi, professional literature on educational planning and management. The cell also helps in implementing the official language policy.

Publications – It is used to disseminate concepts, methods and techniques in the field of educational planning, administration and management. It brings out a surfeit of materials of various training programmes, and other related content in the form of Reports, Books, Journals, Newsletter, Research Papers, and other publications. The Publication Unit, has also collaborated with UNESCO (Paris), and brought out the translated version of prestigious, EFA Global Monitoring report and Summary reports, in Hindi Language and so on.

Support Scheme - The following categories of Institutions/Universities/Organizations and individuals will be eligible to receive financial assistance under the scheme:

  • Universities including deemed universities and institutions of National importance and their departments;
  • Institutions of higher learning;
  • Institutes of management;
  • Post-graduate academic and professional/research institutions of repute and Teachers Training Institutions affiliated to universities or otherwise set up and recognized by the Central or State Governments;
  • Voluntary organizations of repute engaged in research and innovations in the field of education:
  • State Council of Educational Research and Training and State Institutes of Education;
  • State Boards of Secondary Education/Technical Education, Central Board of Secondary Education
  • Association of Indian Universities, Council of Boards of Secondary Education and similar organizations;
  • Individual(s) desirous of conducting specific study, in exceptional cases, depending upon his/her standing in the field of education or creativity would be eligible for being considered for assistance under the scheme
  • Retired/unemployed scholars with max age limit as 70 yrs
