About Maulana Mazharul Haque Arabic and Persian University

Maulana Mazharul Haque Arabic and Persian University, Patna, was established by the Government of Bihar under the provisions of Bihar State Universities Act (1976) as amended up to date. It was established on 10th April, 1998, for the development of higher standards in Arabic and Persian and with the duty to develop other branches of knowledge through sharing and collaboration for the dissemination of knowledge in the interest of the students and society. It is named after the great freedom fighter from the state, Maulana Mazharul Haque. Although the University was established in 1998 yet it remained non functional till January 2008. The new University administration under the present Vice-Chancellor has made the University fully functional in a purposeful manner within a short span of 6 months. The University started its First Academic Session from July 2008 by admitting students to nine job oriented vocational courses through the Knowledge Resource Centre Network (KRCN) established in the different districts of Bihar. Besides vocational courses the University has been empowered to conduct Alim (Graduation) and Fazil (Post-Graduation) examinations earlier conducted by Bihar State Madarsa Education Board, vide MHRD, Bihar memo no. 15/M 1–202/93–2279 dated 24-11-2008. The University proposes to develop a Centre of Excellence in Oriental Studies in the course of time apart from conducting mainstream courses. The University proposes a 'cafeteria' approach as per the UGC guidelines wherein flexibility accompanied with choice of large number of disciplines is offered to the students to enable them to prepare or choice multiple career options. It is therefore, proposed that instead of organising the courses in the traditional subject wise (department) system the University will establish different Schools/ Centres to promote interdisciplinary undergraduate, postgraduate teaching and research programmes.

Knowledge Resource Centre Network - Knowledge Resource Centre Network is an innovation in higher education system. In order to increase the outreach of the institutions of higher education specially in the geographically, socially and educationally disadvantaged areas, KRC’s have been established on the principle of sharing and collaborations with resource rich institutions located in the focus area of the University.

Vertical Integration to Madarsa Students - The University also provides vertical integration to the Madarsa system of education to the mainstream vocational and Professional Courses. MMHA & P Univesity is the only university in Bihar which allows this type of accessibility to Madarsa Students. Admission, however, is open the everyone who has the eligibility to be admitted to these courses. The courses are conducted in Hindi, Urdu, English, Arabic and Persian as per the requirement of the course.

Extra Curricular Activities - The University regularly organises, Lectures, Seminars, Training Programmes, Debate, Elocution Contest & Sports Meet.

Collaboration & MOUs
- The University has entered into MOU and Collaboration agreements with ECILECIT A Govt. of India undertaking for upgrading IT course content and enhancing the scope of quality education. Further institutions like NIRD (Hydrabad) ANSIS (Patna) KBOPL (Patna) have also been approached to collaborate with this University in the areas of social science and oriental studies research respectively.

Medium of Instruction
- Hindi, Urdu and English are the principal mediums of instruction for most of the courses of the university. Arabic and Persian is also considered for diploma courses in Sl no. 14 as per requirement of the courses.

KRCN - Knowledge Resource Centre Network provides facilities like classroom teaching, conduct of practical classes including facilities for Library, Laboratories, Common rooms and remedial classes, if so required. All students are centrally admitted students. The students are given the option to study at any one of the Knowledge Resource Centre Network located at different districts of the state. However, the students are also ensured mobility within the University and intra-KRC transfer can be opted on payment of 250/as transfer fee. If the University transfers the students from one centre to another then the transfer fee will not be charged. Generally the students are allotted the centre of their choice. However if the sanctioned seat is full then the University reserves the right to send the students to any other centre which has vacant seats in that particular subject. Similarly if less than 15 student is admitted in any course in any KRC, then they may be transferred to the nearest KRC offering the same course and having higher strength. For bunch transfer option of the student will be invited.

Examination - For the Degree Level Courses the examinees will be examined in two parts i.e. there shall be internal assessment consisting of attendance, assignment & performance of 20 marks in each paper of study and there shall be University examination at the end of the session of 80 marks. Wherever semester system has been introduced examination will be held at the end of each semester. However if it is not possible to hold examination at the end of any semester, the combined examination of two semester will be held at the end of the Session. Examinations are conducted under the provisions of the Act and Statute and also as per the direction of the Hon’ble Patna High Court. Any attempt to use unfair means or influence the invigilator or the examiner shall lead to expulsion from the examination.

Internal Assessment
- The students will be examined in each degree course in two parts. There shall be University Examination of 80 marks and Internal Assessment (through assignments, presentation, activities and attendance) of 20 marks. Internal Assessment must be submitted to the University as directed.

Dress Code - All students are required to follow the prescribed dress code. Now compliance of dress code shall attract a fine
of Rs. 50 per day.

For Boys - White Shirt, Black Trousers, Maroon Blazer or Black Sweater (Winter), Black Shoes and Socks, Maroon Striped Tie.

For Girls - White Shirt White Kameez, Black Dupatta, Black Salwar, Black Shoes, Maroon Blazer or Black sweater (Winter).
