Doctor Harisingh Gour Vishwavidyalaya, formerly known as University of Saugar, was established on 18th July 1946 by Dr. Hari singh Gour (Nov. 26.1870 – Dec. 25. 1949) by his lifetime saving. This University of Madhya Pradesh has perhaps the singular distinction of being founded by the munificence of a single person, Sir Hari Singh Gour's hard earned money of about two crore of rupees. Dr. Gour was the founder Vice–Chancellor of the University of Saugar. The Govt. of India honoured his memory by issuing a commemorative postage stamp in 1976. The University of Saugar was rechristened as Doctor Hari Singh Gour Vishwavidyalaya in February 1983 by the State Legislature. Its campus is spread on 830.3 hectares on the top of Patharia hills. It is one of the finest picturesque campuses in India. It has 36 University teaching departments (number keeps adding) 10 faculties and 81 affiliated colleges covering 6 revenue districts of M.P. State Bank of India. Post office, STD booth, Employment and Guidance Bureau, University Hospital, University Press, 3 canteens and a shopping complex provide auxiliary services in the campus. As many as 26 departments have their own departmental libraries.
Apart from conventional degree, post graduate and research courses, Geology, Pharmacy, Criminology & Forensic Science, Anthropology, Performing Arts, Journalism & Mass Communication, Adult Education, Electronics, Business Management, Microbiology, Biotechnology and Computer Applications are some of the special subjects, which attract a large number of students from the four corners of the country. The Institute of Distance Education of the University runs various self-finance, Correspondence Courses such as in M.Lib.Sc., B.Lib., MC(J), BJ (C), PG Diploma in Environmental Marketing and Personnel Management, PG Diploma in Criminology and Police Administration. The University has a centre of Indira Gandhi Open University, Shrimant B.S. Jain Centre for Research and Education in Psychology. Muktibodh Peetha in the Department of Hindi has been created by the Govt. of M.P. The Botanical Survey of India has considered the Botanical Gardens of the University as the richest amongst those of Indian Universities. Madhya Bharati, the research journal of the University and the Bulletin of the Botanical Society of the University are internationally abstracted. The research journals from the Dept. of Sanskrit Sagarika and Natyam have pride of place amongst the indological journals of the country. "Isuri" the journal from the Bundeli Peeth of Hindi Dept. is a perennial source of Bundelkhandi art and culture. The discovery of an impression Edicaranfossil Spriggina by the Applied Geology Department has created much interest internationally. This University is declared as a Central University w.e.f. 15th Jan 2009.
Location - The University is situated 5 Km. east of Sagar city on the top of Patharia hills.

Facilities
Teaching & Examination System - As a Central University, it has adopted the latest pattern of teaching and examination i.e. CBCS (choice based credit system); suggested by UGC. University is running two semesters annually starting from July and December. Students are being examined continuously by way of quiz tests, mid-term I & II followed by End Semester exams held in Nov.-Dec./ April-May. Career guidance and Placement cell is in the process of up-gradation. Classes will start in 3rd week of July in each academic year. The timing of classes is usually 9.00 a.m. to 5.00 p.m. on all working days. Besides some departmental libraries, a huge central library is available for students to provide them reading materials. Academic e-facilities, Books, Journals & other items for all are on the door; which will enrich the study materials.
Hostel Facility - There are four separate hostels for boys & two hostels for girls with furnished rooms, canteen & mess facilities in the campus. Admission in hostels are made on merit basis.
Jawahar Lal Nehru Library - It is Located at the Centre of the University Teaching Departments to help the users for better and regular use of the Library. The library has more than 3.0 lacs books and bound journals in its collection besides a good collection of rare manuscripts and reference books. Present membership of the library is 5052. This comprise 961 staff members, 3942 students 736 research scholars and 140 others. Average visitors per day in the library is over three hundred. The Library has 3 Story's Stack area designed to accommodate 2.5 lacs volumes and 400 readers. Recently an extension wing has been constructed with an expenditure Rs. 27 Lacs to further accommodate 1 Lac more volumes and 50 Research Scholars. The Library also has Internet & e-mail facilities for its users (only for teachers and research scholars) the database of Library holdings is in progress and about more than 1 lac entries have been prepared till date. The Library is updating itself and is fully equipped with modern an communication System. INFLIBNET has provided amount of Rs. 50.00 lacs and it helps in the process of library automation which is in progress.
Reservation of Seats - Candidates belonging to SC, ST, OBC (If they belong to non-creamy layer, NCL) and PC (Physically Challenged) categories will be given reservation as per the Government of India rules, provided the candidate fulfils the other minimum eligibility of the Entrance Test SC (15%), ST (7.5%), and OBC (27%, if belonging to NCL); 3% seats are reserved within each of the categories (namely General, OBC, SC and ST) for Physically Challenged (PC) candidates (on horizontal basis). Submission of a certificate to this effect issued by a competent authority/Board (details are given under point 5 of this Bulletin) shall be mandatory, at the time of counselling.
Institute of Distance Education - The Institute offers various courses in distance education mode. The institute has no external study or extension centre.

USIC - The University Science Instrumentation Centre (USIC) was started in the year 1976 with the UGC assistance. It has various types of equipments & machines like Transmission Electron Microscope-4x JEOL from Japan, Ultra Microtome V with knife maker 7800 B: LKB Products Baroma from Sweden, Ultra Centrifyge VAc 601: JANETZKI and Nuclear Magnetic Resonance (N.M.R) Spectrimeter Perkin-Elmer from England. Apart from this it has various analytical instruments, electronics equipments, glass blowing tools and various workshops.
It promotes the following objectives:
EMMRC - Educational Multi Media Research Centre (EMMRC), Sagar is a Media Centre of UGC-MHRD, New Delhi and is involved in the production of Educational films for telecast in National TV channels such as DD1, DD-Bharti, Gyan Darshan and other National & Regional channels for the benefit of Universities, Colleges and other academic & training institutions of the country and abroad. It is the youngest among 17 Media Centres in the country and is established in Dr. Hari singh Gour University (formerly, University of Saugor) in provisions of the Memorandum of Understanding (MoU) signed on 31st Jan.1994 among UGC, New Delhi; Consortium of Educational Communication, New Delhi and Dr. Hari singh Gour University, Sagar (M.P.). Centre possesses a range of highly sophisticated broadcast quality and digitalized equipments necessary for the production of a film. Facilities for scripting, outdoor & Indoor shootings, sound recording & mixing, graphics, special effects, editing etc. are available in this centre at one place.
UGC-Academic Staff College - It provides:
PRC - Population Research Centre (PRC) undertakes the research studies in the field of public health and family welfare, socio-economic and demographic aspects and reproductive health. It also conducts analysis and interpretation of data provided by other sources like CENSUS, SRS, NFHS and RCH-RHS apart from other activities.
