The Board of School Education Haryana, Bhiwani came into existence in 1969 as per Haryana Act No. 11 of 1969 with its head-quarters at Chandigarh later shifted to Bhiwani in January 1981. The Board started with a staff of 100 officials allocated from Punjab University, Chandigarh and conducted the first examination of matriculation level (10th Class) in 1970. The Board started conducting the Middle examination with effect from 1976 to improve educational standards at Middle level. The Board adopted 10+2 pattern of education and conducted XII class examination under the new scheme with effect from 1987. It started conducting 10+2 Vocational examination in 1990, keeping in view the need and relevance of vocationalization of education in the backdrop of the fast changing economic scenario. Further, in order to reach out to the unreached, the Board established Haryana Open School in 1994 and thereby started bringing into the fold of education those who could not get formal education or could not continue it due to varied reasons.

Currently endowed with the strength of more than 800 officials/officers and examining 10 lakh + (one million +) candidates in examinations conducted by the Board, elaborate arrangements are made by the Board for the conduct of these examinations in a fair manner devoid of copying and other malpractices. Besides performing the function of conducting examination, the Board is earnestly committed to its long term goal of raising the standard of education in the State.

Keeping in view the twin ideals of maintaining sanctity as well as reliability of examinations on the one hand and overall improvement in the quality of education on the other, the Board has recently initiated various innovations in the different facets of school education. The wide spectrum of these reforms though unfolded with curbing unfair practices in the examination and stringent punishment laid out for the same, it entailed a reality check done on almost very aspect of the functioning of the Board and strong doses of reforms being introduced whenever and wherever required. Substantial use of information technology has made this board a technology - savy organization and this has enormously benefited all the stakeholders, particularly the students.

Board Pattern

Haryana Board of Education conducts Public Examinations through the affiliated schools. These exams are -

  • The Middle Examination
  • The Secondary Examination
  • The Senior Secondary Examination (Academic & Vocational)
  • Haryana Open School Examination - The Board of School Education Haryana has established the Haryana Open School with the aim of providing education for all at their door steps and consequently achieve the target of 'Universalisation' of Education' at the school level. The main target group is those individuals, who have not been able to enroll in the formal system or have dropped out due to some reason or the other especially females, rural youth and working people. HOS holds Examination of Middle, Secondary and Sr. Secondary level.

CCE - The Board has introduced the semester system of education from academic year 2006-2007. It is the first Board in India to do so. It is also the first Board to introduce relative grading, (Continuous & Comprehensive Evaluation) in all board classes i.e. Middle, Secondary & Senior Secondary.

Board Organisation

The Board is headed by the Chairman who is appointed by the State Government. He is assisted with a Vice-Chairman who is also appointed by the Government under the Act. In order to execute the duties of the Board, there is a post of Secretary who is the principal executive officer of the Board and is too appointed by the State Government.

Objectives / Mission Of The Board

The Board of School Education, Haryana came into being under an Act of Legislation in 1969. The main functions of the Board are as under:-

(1) Prescribe the courses of instruction, text book and other books of books of study for school education;

(2) Conduct examinations for school education, admit to such examinations, on the prescribed conditions, candidates who pursue the prescribed courses of instruction, whether in recognized institutions or otherwise, and demand and receive the prescribed fees;

(3) Publish the results of such examinations, grant certificates and diplomas to persons who have passed such examinations and institute and award scholarships, medals and prizes;

(4) Prescribe conditions for recognition of schools and other institutions which send candidates to the examinations conducted by the Board in terms of teachers and their qualifications, curriculum equipment, buildings and other educational facilities;

(5) Ask for reports from the Education Directorate or the District Education Officers on the conditions applying for recognition and to direct inspection of such institutions;

(6) Prescribed measures to promote physical moral cultural and social welfare of students in recognized institutions and conditions of their residence and discipline;

(7) Organize and provide lectures, demonstrations and educational exhibitions, seminars and symposiums necessary to raise and prompt the quality of school education

(8) Take necessary steps with regard to the modernizing of school curricula, strengthening of science and mathematics education, work experience and vocationalisation by making investigation and researches into the latest evaluation processes or there experiments;

(9) Withdraw recognition from the institution where the Board is satisfied after on enquiry that its privileges are abused by it of that the conditions imposed by the Board for the recognition of such institution are not complied with; provided that before with drawing recognition the Board shall require the institution to show cause why such action should not be taken and consider any explanation which may be furnished it;

(10) Submit annual audited accounts and balance sheet together with the annual report of the Board to the states Govt. and publish such accounts and balance sheet in the Official Gazette; and

Do such other acts and things as it may deem fit for the purpose of carrying out the provisions of this Act.
