The Board of Secondary Education, Orissa was established in accordance with the Orissa Secondary Education Act, 1953 and it started functioning in the year 1955 with its headquarters at Cuttack. The Board was established to regulate, control and develop Secondary Education in the State of Orissa by providing varied courses with a view to equipping pupils for different occupations, for education in the University and for other cultural purposes and to examine those who have completed a prescribed course of study and to award certificates to successful candidates and by doing all other things incidental thereto.

Board Pattern
  • High School Certificate Examination twice a year
  • Teachers' Certificate Examination of the Secondary Training Schools and D.I.E.T.S in the State of Orissa.
  • Certificate Course in Physical Education Examination
  • Prathama Certificate Examination once a year.
  • Madhyama Certificate Examination once a year.
  • Middle School Scholarship / National Rural Talent Scholarship Examination
  • Half-yearly Language Test
Board Structure

The Board consist of the following categories of members as per the Orissa Secondary Education Act, 1953 and as amended in the year 1979.

Membership :
  1. Ex-officio members : 38 (Including President and Vice- President of the Board)
  2. Nominated members : 35 (Nominated by the State Govt.)
  3. Elected Members : 03 (From the Orissa Legislative Assembly)
  4. Elected Members : 08 (Representing the Universities)
  5. Co-opted Members : 05 (Co-opted and appointed by the Board Annually)
The Board has the following statutory committees :

iii) Examination Committee
iv) Recognition and Grants Committee
v)  Finance Committee
vi) Syllabus Committees
vii) Other Committees :

a)  Selection Committee for appointment of officers of the Board
b) Selection Committee for appointment of Academic Officers and staff of the Board
c) Regulation Committee
d) Correspondence Course Committee
e) Academic Programme Advisory Committee

Board Zones

The Board has the following zone offices for respective Revenue Districts of the States to decentralise its work and to make its services available at the door steps of all recognised high schools of the State.

Board Functions

1.  To conduct High School Certificate Examinations (H.S.C.E.) and examinations of other courses prescribed by the Board.

2.  To prepare courses of studies, text books, teaching materials etc.

3.  To publish and distribute/sell text books, syllabuses, lesson notes, work books and other related materials.

4.  To issue certificates of the examinations conducted by the Board and equivalence certificate to the examinations of other State Boards.

5.  To recognise the secondary schools for the examinations of the Board.

6.  To make regulations for undertaking different functions of the Board.

7.  To take care of Secondary Education through Orientation Programmes, Refresher Courses and other academic programmes.
