Government of at least four states has discarded the proposal of central government according to which written exam in mandatory for getting promotions in Provisional civil Services (PCS). Promotion of PCS officers to IAS grade, till now is purely based on the seniority and experience based. On Sunday, at a meeting, All India State Civil Services Officer Association (AISCSOA) has decided to reject the central’s proposal.
Within the next few days, a rejection letter from various states will be sent, according to the General Secretary of AISCSA, SD Singh Dhillon. He also added that this proposal of written exam can destroy the command’s chain and the hierarchy structure of bureaucracy. Alongside, junior will take over the seniors as per the proposal which made it flawed.
The PCS Officers are menacing to refuse 2014 election duty in case the central government deny to take back the proposal. After the recommendation of Administrative Reforms Commission this proposal is issued whereas changes in the recent system are suggested by the UPSC.
