The Uttarakhand Open University was established by an Act of Uttarakhand Legislative Assembly on 31st October 2005 (Act no.23 of 2005) with a view to democratize education, so that it covers large segments of population, vocations and professions. Uttarakhand Open University is the only Open University in the state of Uttarakhand for imparting learning exclusively through system of Distance Education. The primary emphasis is on innovation, flexibility and cost effectiveness. It aims at the dissemination of learning and acquiring knowledge through distance education mode including the use of any communication technology to provide opportunities for higher education. The University is recognized by the Distance Education Council, the regulatory apex body of ODL in India from which we received grants for imparting education through Distance Education. The medium of instruction of B.A, B.Com and BTS Programme is Hindi and English. The Student can complete the Bachelor’s Degree Programme in a minimum period of 3 years and a maximum period of 6 years. To complete the Bachelor’s Degree Programme, the student has to pass all the Foundation Courses, Elective courses which are offered by the University

Material Purchase/production/ Distribution Division - University distributes the study material to the student through post or by hand.
Examination / Evaluation Division
There are two examinations in a year – Non 10+2 BPP course for taking admission in B.A and B.Com first year. Second is the Main Examination for all the programmes in the month of June-July every year.
The system of evaluation is based on one compulsory assignment and annual examinations. The evaluation of students depends upon various instructional activities undertaken by them. A student has to submit one assignment in each course compulsorily. The Assignment should be submitted at the Study Centre to which the student is attached. The Assignment will be evaluated by the concerned tutor at the Study Centre. A student will not be allowed to take annual examination if he/she fails to submit the Assignment. The University uses the system of awarding marks based on the assignment and annual examination of maximum marks of 100 per subject.

Distinction 70% and above.
I 60% and above.
II 50% to 59.9%.
III 35% to 49.9%.
Fail / Unsuccessful Below 35%.
Student Registration Division - This Division contains four sections for Bachelors in Arts, Bachelors in Commerce, Bachelors in Tourism Studies, Diploma in Hotel Management, Diploma in Tourism Studies and Diploma in Sanskrit –
First year (B.A, B.Com, B.T.S.).
Second Year (B.A, B.Com, B.T.S.).
Third Year (B.A, B.Com, B.T.S.).
And Diploma (D.H.M., D.T.S., D.S.L.).
The admission in all the above programmes starts in the month August every year.
