Central Universities in India are formed by the Department of Higher Education, Government of India, by an Act of Parliament. Unlike the State Universities where the responsibility of funding the Universities lines on the Government of respective states, The Government of India is responsible for arranging, allocating and distributing financial resources required by the University Grants Commission (UGC) for the establishment of Central Universities in India. As of December 2015 there are 46 Central Universities in India as per UGC. As of Feburary 2016, Delhi and Uttar Pradesh have the most number of Central Universities, each having 5 Universities. The states of Goa, Andhra Pradesh and Chandigarh (U.T.) are the only regions which do not have any Central Universities under them.
Main features of Central Universities are
